Technical Client (Owner's Engineer) Functions
The technical client (owner's engineer) represents the developer before all relevant authorities regulating construction under current Russian Federation legislation. Its task is to organize, on the developer's behalf, all work from the design stage through to the facility's commissioning and state registration, to obtain approvals and permits, and to liaise with government authorities.
Services Included:
- Organizing and conducting engineering surveys;
- Organizing and overseeing the development of project documentation, as well as its approval;
- Obtaining all types of technical specifications/connection permits (TU);
- Obtaining the State Expert Review opinion and the State Construction Supervision permit for construction and installation works;
- Organizing, monitoring, and providing technical supervision of construction, installation, and commissioning works;
- Monitoring the preparation and execution of as-built documentation for the facility, and obtaining the certificate of acceptance for the completed construction facility (ZOS).

Scope of Application:
Since July 1, 2017, under the Town Planning Code of the Russian Federation, only a professional market participant that is a member of a self-regulatory organization (SRO) relevant to the functions performed may act as a technical client. Accordingly, a technical client is required by developers who are not members of self-regulatory organizations or who lack the corresponding in-house expertise among their specialists.
